John F. Kennedy
Richard Hamlin is an accredited trainer and executive coach and the owner and director of Define Leadership Ltd. He is also the Independent Chair of the Pan Sussex Child Death Overview Panel which reviews all child deaths to determine if lessons can be learnt to improve the health, safety and wellbeing of others.
He delivers focused training and coaching aimed at realising leadership potential, managing professional conflict and empowering workforces to achieve excellence. He works with individuals and teams from organisations across all sectors, including police forces, the military, local authorities, health & social services and several high-profile learning institutions in both Europe and North America.
Richard spent 25 years working for Surrey and Sussex Police in various roles including leading a large team of officers and staff as a District Commander delivering community focused policing in collaboration with the local authority, key partner agencies and local communities. A trained Senior Investigating Officer, he spent many years managing teams investigating serious and complex crime. He was also the Head of Crime Training for Surrey and Sussex Police, with a mandate to engender and develop an investigative mindset within the officers and staff of both forces.
He was Staff Officer to Sir Mark Rowley, the current Metropolitan Police Commissioner, whilst he was Chief Constable of Surrey Police and spent two years on secondment as Staff Officer to Sir Hugh Orde at the Association of Chief Police Officers in London, working on the implementation of national policing strategy with key partners and agencies including The Home Office and The Mayor’s Office for Policing and Crime.
Richard’s USP is the practical application of management theory in real life situations, delivering positive outcomes using compassionate and ethical leadership. He is passionate about helping people develop to their full potential and become the very best that they can be. An accredited trainer and executive coach, he was previously sponsored to participate in an international leadership programme in Shanghai.
A graduate of the University of Warwick (Phil/Lit), Richard has undertaken a number of voluntary and charitable roles, including coaching youth sports, joining a working party to build a community hall in South Africa and safeguarding vulnerable people as part of a Sussex based community project.

Define Leadership was founded by Richard and Laura Hamlin. We place the utmost importance in supporting the wellbeing of others and have supported many charitable causes over the years, including both joining working parties in Africa to build homes for child headed families. We regularly practice yoga and mindfulness. Kindness and compassion are values that we hold in high regard and seek to engender throughout the training programmes that we deliver.

The Conversation Starter Project is a grass roots community interest company (CIC) Directed by Dr Tara Quinn-Cirillo and Shirley Blanch- supporting community emotional and physical wellbeing. Providing early in interventions through evidenced based practices aimed at reducing the burden on the NHS and private sector.
What we do:
We provide evidenced based early interventions free at the point of access for the most vulnerable in the community. With the aim to support and empower individuals over their mental and physical wellbeing. The aim is to support and empower individuals over their mental and physical health.
What we do in the private sector…
We also provide bespoke packages of evidence-based early interventions for businesses, to help staff manage their physical and mental wellbeing, reduce sick days and assist with staff retention. With excess profits going back into our community wellbeing initiatives.
How we deliver our initiatives…
Through weekly walk and talk initiatives free at the point of access in Horsham and Southwater. Through extended wellbeing services e.g., wellbeing workshops and drop-in style gratitude focused support sessions. Tailored corporate wellbeing sessions, integrating community services along with mental health first aid in the workplace and mindful communication.
Richard is the CSP’s Safeguarding Lead, working closely with Dr Tara and Shirley to ensure the project offers the best possible outcomes for everyone that uses it.
